The Ex-Servicemen Contributory Health Scheme (ECHS) was launched with effect from 01 April 2003. The scheme aims to provide quality medical care to Ex-Servicemen (ESM) and their dependents for all known diseases through a network of ECHS Polyclinics, service medical facilities and empanelled Private /Government hospitals spread across the country. The Scheme has been structured on the lines of Central Government Health Scheme (CGHS) to ensure cashless transactions, as far as possible, for the patients. The scheme is financed by the Government of India (GoI) and one time contribution by the retiring personnel at the time of retirement.
Procedure for Empanelment.
The procedure of empanelment of hospitals/Eyecare Centre/Diagnostic Centres/Dental Facility/ is a long winded procedure and acts as a deterrent. Thus, not enough medical facilities are empanelled.
Process
ECHS in order to ensure quality Healthcare services to all its beneficiaries has gone into MoU with Quality Council of India (QCI) for assessment of Hospitals on behalf of ECHS for empanelment. NABH-QCI empanelment program based on the application format specified for empanelment under CGHS and Based on the assessment, NABH-QCI will submit its recommendations to the ECHS and also display on website at www.nabh.co
As per the office order of Jt-Director, ECHS, non-NABH Health Care Organizations (HCOs) desirous for empanelment to ECHS are required to undergo Quality Council of India (QCI) inspection.
National Accreditation Board for Hospitals & Healthcare Providers (NABH-QCI) has been entrusted with the task of assessing hospitals as per set criteria for empanelment of Hospitals with Central Government Health Scheme (CGHS) and Ex Service Men Contributory Health Scheme (ECHS).
How to apply for CGHS / ECHS empanelment?
The HCOs are required to send their completed application form along with the prescribed application fee (as mentioned in the application form) directly to the NABH Quality Council of India
How much is the Fees?
Fee structure depends on the type of facility and bed strength which can be viewed in the application form itself in the website.
The details of fees are as follows:
(a) Hospitals =< 50 beds 25,000/- + GST
(b) > 50 beds and =< 100 beds 30,000/- + GST
(c) > 100 beds 35,000/- + GST
(D) Diagnostic, Eye, Dental Centres & Physiotherapy Centres 25,000/- + GST

The complete application shall have a covering letter by the HCO in their Letter Head. The envelope containing the application must have the title ‘Application for ECHS Empanelment’
Instructions for Filling the Application Form
Non-NABH Hospitals/ Diagnostic/ Eye/ Dental Centres/ Physiotherapy Centres (HCO) desirous for ECHS empanelment need to apply to NABH office. The following activities needs to be done:

2. Fill the application form
3. Fees can be paid in the following ways:
- DD: in favour of Quality Council of India (original DD needs to be attached)
